The control document, digital and issued on its own

From 5 October the transport control document has to be digital in Spain. Before you change anything, check whether it applies to you: plenty of people are getting ready for something that does not reach them.

First, check whether it applies to you

Check the vehicle registration document: if the maximum authorised mass is not over 2,000 kg, you do not need it. It is that figure, not what the van weighs today.

A photo of the delivery note no longer counts

The document has to be born digital, built from the shipment data. A PDF that is a photo inside does not comply, however good the photo is.

The code has to open first time

No password and no Download button in between. Think about who scans it: an officer at the side of the road, who is not going to create an account.

And it has to exist before you leave

Not at the end of the day. If your system documents when the vans are already back, it is late by definition.

And this is out even if you are above that figure:

  • Removals, and vehicles recovered after a breakdown or accident on special vehicles.
  • Light vehicles: up to 2,000 kg maximum authorised mass included, or fewer than three wheels. The limit rises to 2,500 kg for alternative-fuel N1 vehicles, provided they gain no payload over an equivalent 2,000 kg one.
  • Parcels, but only in that operation: collecting or delivering a few packages one person can handle with what the vehicle carries. The rule does not say how many is «a few». If you move pallets it applies to you, even if parcel delivery is your business.

The fine runs from 401 to 600 euros, and it is not paid by whoever sold you the software. And here is the detail that surprises people: you can be fined over a figure somebody else filled in. If the contractual shipper —whoever hires the transport, your own client or a network— declared the weight wrong, that is on them; if the number plate is wrong, that is on you.

That is why the document is better coming out of the system where the data already lives, rather than a form somebody fills in in a hurry at the warehouse door. Bestmile issues it on its own when each route starts, with the plate, the shipper, the origin, the destination and the weight it already holds. Nobody types them again, so nobody types them wrong. And when one van carries shipments from your own clients and from several networks, it issues the separate documents that apply, grouping those that share shipper and carrier. Included in your plan, at no extra cost.

And if someone offers you software certified for this, be wary: that certification does not exist for anyone. The resolution itself says the domain where the documents are stored may be any domain and will not require prior notification.

We answer your questions about Bestmile

No. Bestmile is the software you use to organise and optimise your delivery round, whether the fleet is yours or subcontracted. SendingBay does not carry goods, does not sell shipments and does not provide drivers: it builds the program your team uses to plan routes and record deliveries.
Four ways. One by one from the panel, in bulk by uploading an Excel or a CSV, straight from your own clients through a web portal where they record their services, or by API, connecting the system you already use. Addresses are geolocated automatically on arrival so the router can work with them. The API connection for your end clients and the one for online stores are additional services, bought separately.
The driver records it from the phone with the signature of whoever receives the parcel, a photo of the delivery point and the geolocation at that moment. It is all attached to the service, together with its status and any incidents, so months later you can prove what happened at a specific delivery.
Yes. You can start using only route optimization and add the driver app and the panel whenever you want. Bestmile is modular: you start where it pinches you most today and grow at your own pace, without having to switch everything on at once.
No. Bestmile adds to the way you work to get rid of the Excel sheets and the control calls, not to force you to rebuild your operation. You start planning routes and managing drivers from the panel, and you keep the rest of your system for as long as you need it.
Yes. You can run several delivery operations and several driver teams from the same panel, each with its own routes and areas: parcels, urban delivery and local delivery.
Two concrete things. It solves and optimizes the route against the constraints of your operation, such as vehicle capacity, delivery time windows and area restrictions. And when an address arrives incomplete or badly written and does not resolve on its own, it interprets it to place it on the map. What it does not do is guess: if a customer cancels or a driver reports an incident, you are told straight away and you rebuild the route with what has just happened. It does not decide for you either: whatever the AI proposes is always subject to your validation, as stated in the terms of service.
The calculation is not a theoretical estimate. It is built on 20.3 million real records from 148 carriers, with a baseline of 19,309 routes actually driven, and checked against the official factors of Spain’s IDAE and the European Environment Agency. Every month of operation adds new data, so the calculation sharpens itself. And because every stop is recorded with its time, its place and its proof of delivery, the saving you see is auditable data, not a hunch.
No. Data going through the artificial intelligence services is not used to train the provider's models, and SendingBay does not use it to train models of its own either. It is written into the terms of service, not a marketing promise. On top of that, only coordinates and a technical identifier ever reach the routing services, never the recipient's name, phone or email, and processing happens in data centres inside the European Economic Area.
Yes, and it is included in your plan at no extra cost. It is issued on its own when each route starts, before the service begins, with one document per contracting shipper. It carries its QR code and a unique web address that opens with no password, and it is kept for 366 days.
No. The rule requires the document to be born digital, generated from the service data. A photo or a scan of the paper is an image of a document, not an electronic document, and it does not comply.
No, and nobody is: that certification does not exist. The Spanish Ministry says the control document applications do not have to be certified. If someone sells you a certification seal, they are selling you something that does not exist.
From 5 October 2026. One thing almost nobody mentions: the rule covers every transport service, passenger transport included. If you carry passengers the document you need is the route sheet, and Bestmile does not issue that one: we do the freight variant. So, for freight: domestic road transport with origin and destination in Spain. International transport, removals and breakdown recovery in special vehicles are out. Parcels need care: what the rule exempts is the operation of collecting or delivering a small number of packages one person can handle unaided, not the sector as a whole. If you move pallets, it applies to you even if parcel delivery is your business. So is transport in vehicles up to 2,000 kg maximum authorised mass, which need no operating licence: if your van is below that figure, this does not concern you. If you are not sure, ask us and we will tell you.
From 401 to 600 euros. It is a range, not a fixed figure: it is graded by severity, intent and repetition, so be equally wary of anyone giving you a round number to rush you and of anyone telling you it does not matter. And it is paid by the carrier or the shipper, never by the software provider: the rule gives them no responsibility at all. Watch the one-year retention too, because throwing the documents away early is the same offence as not carrying them.
