From a paper document to a PDF built from your data
The same control document as always, the one that already travels with every shipment. What changes on 5 October is not carrying it: it is that it has to be digital, and the rule defines «digital» very precisely.
Before: paper, scans and a portal with a password
- Paper, with a phone photo as the copy.
- A PDF that is really a scanned image inside.
- The client portal, which asks for a username and a password.
With DeCAbay: data, a QR code and a public link
- The PDF is born from the job data, not from a camera.

- The jobs one client asks you for on the same day go in a single DeCA, and count as one document.

The first three days are a trial and no card is asked for. On the third day the account is blocked until you add one. Nothing is deleted: your data and the documents you issued are kept, and the account is reactivated as soon as payment goes through.
How each document is issued, handed over and kept
No migration and no change of system: you enter the job and issue.
1 · You load the job details
Client, carrier, origin, destination, what you are carrying and how much it weighs, date and plate. Not one field beyond what the rule asks for. Only the first time do you add your vehicles, drivers and clients: from then on they fill themselves in.
2 · Out comes the document
A PDF with its QR code and its unique address, before the vehicle sets off.
3 · You pass it to the driver
On the phone or printed, both work. Whoever stops them opens the link and sees it.
Already have a system that issues it? Open the document link in a private window. If it asks you to sign in, it does not comply.
Three questions and you will know
If all three come out yes, on 5 October you need the DeCA.
Is the transport within Spain?
Yes: domestic and cabotage.
No: international goes with the CMR consignment note.
Do you carry it or subcontract it?
I carry it. It is on you.
I subcontract it. It is on you too: both of you appear on the document, and one of you issuing it is enough.
I move my own goods with my own vehicles. That is outside.
Is the vehicle over 2 tonnes?
Yes: over 2 t maximum authorised mass.
No: up to 2 t, or fewer than three wheels.
It does not matter what you carry or how you load it. The DeCA follows the transport operation, not the sector:
DeCAbay issues the DeCA. The paperwork specific to dangerous goods, waste or livestock you keep doing as before.
And four cases are outside even if you transport within Spain:
- Passengers. The rule also applies, but with a different document: the route sheet. We do not issue that one.
- A few packages one person can handle alone. What counts is what you carry on that trip, not what your company does for a living: the day you move pallets, that trip does carry a DeCA. The rule does not set how many packages are «a few»: if in doubt, issue it.
- Removals and vehicles that have broken down or been in an accident.
- Own-account transport: you move your own goods, with your own vehicles.

Where everything on this page comes from
What it is and since when. The control document is governed by Spain’s Order FOM/2861/2012. That it has to be digital on 5 October 2026 is set by Law 9/2025 on sustainable mobility, eighth transitional provision, and what the file has to look like is developed by the Resolution of 5 June 2026 (BOE-A-2026-12784).
The eight pieces of data are those of article 6 of that order, as it stands after Order TRM/282/2026. The driver is not among them: for freight the rule does not ask for it.
Who is obliged: article 4 obliges both whoever carries out the transport and whoever hires it, and names there the agencies, freight forwarders, warehouse distributors, logistics operators and cooperatives.
The link without credentials is section three.4 of the Resolution: «No URL will be valid that leads to a web page requiring credentials or authentication, or that includes download buttons or other elements implying manual interaction».
Who is outside. The exceptions for parcel operations, removals and broken-down vehicles are in article 2.1. The 2-tonne threshold comes from article 2.1.a together with article 33.2 of the ROTT, and N1 vehicles running on alternative fuels reach 2.5 t. What is checked is the maximum authorised mass on the vehicle documents, not the model. Own-account transport is outside by article 1 and by article 102 of the LOTT.
Grouping several jobs. Section six.1 of the Resolution allows several shipments to travel on the same document when the contractual shipper and the actual carrier are the same for all of them, identifying for each one its origin, destination, nature and weight.
Passengers. The rule also obliges public passenger transport, but with a different document: the route sheet of article 2 of Order FOM/1230/2013. DeCAbay does not issue it.
